Junior Secondary School (JSS) intern teachers’ strike, which had threatened to shut down education, would come to an end if funding was given to the Teachers Service Commission to hire the tutors on a permanent and pensionable basis.
The National Assembly Committee on Education, chaired by Tinderet Member of Parliament Julius Melly, conveyed this information.
Leading his team to submit the supplemental II budget for the 2023–2024 fiscal year as well as budget estimates for the 2024–2025 fiscal year, Melly declared that funds had been provided to the Teachers Service Commission (TSC) to convert 26,000 intern teachers to permanent and pensionable positions.
The Budget and Appropriations Committee, chaired by Kiharu MP Ndindi Nyoro, accepted the submissions.
Therefore, it was approved that TSC get Ksh8.3 billion to guarantee that the teachers on strike get permanent jobs.
TSC will also get Ksh4.7 billion in order to hire 20,000 intern instructors. Noting that the entire process resulted in a Ksh14.6 billion loss, Melly called for more resource allocation.
A National Assembly report stated, “Furthermore, Melly recommended that the TSC convert the 26,000 interns into permanent employment beginning July 2024, and not January 2025 as proposed.”
The fact that the funds were made available for promotions was another victory for educators.
It was stated that the Tinderet MP had promised that TSC had been given Ksh1 billion to advance teachers who had been stuck in one job category for a long time.
The necessity of resuming the school feeding program—which former President Daniel Moi initiated thirty years ago—was also deliberated by the two committees of the National Assembly.
The Budget Appropriations Committee was asked by MP Melly to reevaluate bringing back the Ksh4.9 billion feeding program.
David Ndii, the main economic counselor to President William Ruto, had earlier announced that the Ministry of Arid and Semi-Arid Lands (ASAL) would henceforth be in charge of the feeding program.
