Confirmation Dates for JSS Internship Teachers Important budgetary components have been emphasized by the budget committee, such as the appointment of all JSS intern teachers on a permanent basis.
Ndindi Nyoro, the chairperson of the National Assembly Budget and Appropriations Committee, declared that Ksh. 18 billion has been given to the Teachers Service Commission (TSC) to guarantee that these intern teachers are employed on permanent and pensionable conditions.
Nyoro emphasized that TSC has to act quickly to put this decision into effect.
“To guarantee that all intern teachers are hired on permanent and pensionable terms, we have allotted Ksh.18 billion to the Teachers Service Commission (TSC), and TSC must not wait until January,” Nyoro continued.
The TSC has been given Sh8.3 billion by the National Assembly to convert 26,000 teachers hired the previous year to permanent positions by July, while 20,000 instructors would remain unemployed.
The Committee on Education’s recommendations guided the distribution of these money. TSC had originally scheduled these transitions for January 2025.
Teacher Walkouts and Court Cases
Following a verdict by Employment and Labour Relations Court (ELRC) judge Byram Ongaya, which indicated that TSC may only recruit instructors on permanent terms and not as interns, teachers participating in the internship program have gone on strike.
The 46,000 interns are requesting that this decision be put into effect.
Under the scheme, stipends for primary school teachers are Sh15,000; statutory deductions apply to junior and high school instructors, who receive Sh20,000.

Additionally, they are not covered by the teachers’ health insurance. The teachers’ frustrations were exacerbated when the Court of Appeal imposed stay orders against the ELRC verdict, pending the hearing and resolution of an appeal by the commission.Strikes and Letters of Cause
Teachers Updates reports that 10,348 teachers received “show cause” letters from TSC, which stipulated that they had to reply and go back to work within 14 days.
Of them, 7,42 instructors had their contracts terminated, while 9,606 teachers cooperated. Currently, 46,000 instructors are employed on contract.
The strike’s organizers, a lobby, declared over the weekend that it was over. However, the commission canceled the contracts of teachers assigned to junior schools on Monday, alleging instances of professional misconduct.
Union’s Reaction
During a press conference held at the union’s Nairobi offices, Mr. Nthurima charged TSC of going against a contract that the union had.
He asserted that the union and the commission had an agreement that called for the withdrawal of “show cause” letters and the non-application of disciplinary measures to instructors who returned to their jobs.
Since the impacted teachers did not have disciplinary hearings, he contended that the dismissals constituted an affront to natural justice.
The Kenya Union of Post Primary Education Teachers (KUPPET) and TSC agreed a return-to-work formula, which stated that teachers would not be penalized if they returned work on June 3, 2024. These dismissals also went against that formula.
