JSS teachers must be confirmed by TSC on a permanent and pensionable basis.
On Wednesday, the Committee on Budget and Appropriations directed the Teachers Service Commission (TSC) to appoint all junior secondary school teachers who had been employed under an internship program to permanent positions with pension benefits.
The committee chair, Kiharu MP Ndindi Nyoro, declared that sufficient funding had been provided by the government for the project in the 2024–2025 fiscal year.
Ndindi Nyoro declared, “I can assure this house that there are now sufficient resources to confirm the JSS interns into permanent and pensionable terms.”
Nyoro further ordered TSC to hire each of the 46,000 interns who have been working under the scheme in his capacity as chairwoman of the influential committee.
The lawmaker further stated that, contrary to the previous proposal, the TSC would have to hire the interns following the budget’s passage in January 2025.
“As you appropriate this money, I would like to request that the TSC expedite the interns’ confirmation as soon as the budget is passed. I want to request this from this floor of this house,” said Ndindi Nyoro.
He went on to say that despite receiving meager pay, the instructors have served the country.
The Junior Secondary School intern teachers signed a return-to-work formula on Saturday, June 1, and subsequently decided to stop their three-week strike. This led to the parliamentary orders.
In accordance with the agreement made on Madaraka Day, the instructors would resume their duties on Monday, June 3.
Notably, TSC withdrew all of the show-cause letters it had sent to teachers for taking part in the strike, as one of its concessions.
TSC also promised to reinstate teachers who had been removed from the workforce and had their pay withheld as a result of their participation in the strikes.
In an intriguing twist of events, a few JSS instructors chose not to follow the signed return to work formula, indicating that they would only retool following their permanent and pensionable appointment.
