Serious inquiries into the statewide capitation payments now made to junior secondary schools (JSS) have been demanded by a number of MPs.
According to claims made by the members on the Budget and Appropriations Committee, some unregistered schools may be profiting from the cash at the expense of registered ones.
The committee members’ visit of Gilgil town at a public hearing session based on the projected new year financial budget for 2024–25 revealed the aforementioned details.
Legislator Martha Wangari of Gilgil claims that because the funding were transferred to other organizations, instruction in some of the schools was disturbed.
The MP urged the Education CS to act quickly, implying that the current misconduct was preventing some schools from paying their employees and from obtaining necessary supplies and food.
The legislator, by denouncing such a deception in the distribution of capitation monies to public schools, demonstrated profound concern.
As a result, she urged the government to punish everyone responsible.
Wangari continued by saying that the state’s low capitation currently has a significant impact on public schools, leading to JSS schools having fewer courses despite an increase in student enrollment.
Wangari went on to say that since some schools have classrooms with more than 100 kids, there is a need to seek out additional funding in order to improve the state of the infrastructure in the education sector.
In addition, the government was requested to assess the condition of the schools’ infrastructure inside the constituency following intense rains that destroyed several important roads and bridges.
She expressed optimism that the government will provide emergency funding in order to restore the damages brought on by the storm, particularly the schools that were washed away and inundated.
The head of the Kenya Primary School Head Teachers Association (Kepsha) in Gilgil, Mr. Joshua Mutahi, echoed these thoughts and said that the public schools in the area badly needed infrastructure restoration.
