Ruto Explains Why govt Is Giving Up on Autonomous Student University Sponsorship.
President William Ruto defended the government’s efforts on Tuesday, stating that the implementation of a new finance model for postsecondary education is the only option to resolve the debt issue afflicting public universities.
After meeting at the State House with vice chancellors of universities, the President announced that the new model should free the universities from debt in three years.
According to Ruto, “the vice-chancellors affirmed that the financing model is effective and will resolve the financial challenges facing our universities in three years.”
For students who meet the requirements to enroll in public universities, the government will no longer automatically sponsor them under the new financial structure that will be implemented for varsities in 2023.
Rather, it requires students to seek for a government scholarship if they are in need of money after being placed by the Kenya Universities and Colleges Central Placement Service.
“Merit and preference will now be the main factors used by the Kenya Universities and Colleges Central Placement Service for placement. The PS for the State Department of Higher Education and Research, Beatrice Inyangala, stated that students will apply independently for financial aid, including government loans and scholarships.
According to the new funding model, university students will also get grants and scholarships that are determined by the cost of their course of study.
The chief secretary went on, “The model additionally provides for actual funding criteria based on the cost of university programs.”
In a similar vein, the funding approach gives financial necessity for students top priority.
The principal secretary went on to say that the model divides pupils into five groups according to the income level of their households.
Regarding the debt eradication plan that the President alluded to, the new formulas enable institutions to get access to a variety of financial sources, such as grants for research, student loans, capital infrastructure grants, and consulting services.
The government used to pay universities under the Differentiated Unit Cost (DUC) model, in which tertiary institutions received capitation money every financial year. This model is replaced by NFM.
