In light of the TSC Amendment Bill’s proposal to remove P1 teachers’ certifications, the Teachers Service Commission (TSC) has now offered an explanation for what will happen to the holders of these certificates.
The commission had previously recommended doing away with the credentials in order to mandate that instructors in the lowest employment cadre had at least a diploma.
Previously, a D plain recipient may apply for a P1 teaching certificate.
Under the current plan, the commission hopes to raise the minimum entrance qualification for the profession from a D grade to a C plain.According to the commission, P1 instructors are still able to work in classrooms as long as they undergo retooling.
P1 instructors must also have a diploma certificate at the very least in order to be qualified to teach in the first grade.
Senators voiced concerns about this proposal, claiming that some teachers would be deterred from pursuing the required diploma program by the high cost of college tuition.
They also discussed the challenges brought on by progressively stricter practicum requirements and the expenses associated with the Kenya National Examinations Council (KNEC) test.

According to TSC, the implementation of the new curriculum has made it necessary for P1 instructors to retool, meaning they must receive training in the new pedagogical skills.
This will enable them to successfully implement the new curriculum and disseminate knowledge to pupils in line with the commission’s recommendations.
As a result, TSC has declared that it would put in place a thorough and precise program for P1 instructors employed by the Commission to obtain retooling.
The new pedagogical skills that will enable teachers to effectively convey knowledge to pupils will be the focus of the retooling.
The commission further noted that all P1 instructors who graduated before to 2019 and are not employed by the commission started a nine-month upgrading program back in 2019 in order to improve their P1 Certificates to a Diploma level.
TSC explained the matter by stating that the Commission is now ensuring that inclusivity is maintained and that there is no bias.
As a result, TSC has promised to continue employing P1 certificate holders who have not completed the requirements to become diploma holders.
After these P1 teachers are appointed, the commission said, they would go through a comprehensive retooling program to enable them to properly implement CBC.
Furthermore, TSC stated that it will offer teachers who upgrade to the Diploma level and those who currently hold P1 certificates equal employment prospects.
