TSC Discontinues Work Group C5. The Kenya Union of Post Primary Education Teachers (KUPPET) has submitted a proposal to the Teacher Service Commission (TSC) that will do away with the grade C5 cadre, eliminate post-primary teacher wages, and carry out CPG reviews.
As a result of this adjustment, teachers will have the opportunity to advance from C4 to senior management roles, per KUPPET.
Furthermore, even in the absence of a promotion to school administrator, KUPPET has asked TSC to assign senior teachers of grade D4 to non-administrative posts.
Speaking to the media following their meeting with the TSC in Naivasha, KUPPET said that the main goal of the conversation was to resolve the teachers’ grievances about the most recent promotions.
This encompassed the over 50,000 teacher promotions that took place between May of the previous year and the most recent postings from March 2024.
TSC approved KUPPET’s request to review the Career Progression Guidelines (CPG) following many complaints.
According to KUPPET, the teacher stagnation has been caused by the current CPG.
It was resolved at the conference to develop new professional advancement criteria, which will involve gathering data from public engagement.
It was also claimed that several teachers have not been promoted since 2017.
At the Naivasha summit, this issue was resolved when it was determined to enact new changes beginning in June 2024.
Misori asserts that by shortening the period needed for progress, the recently released regulations ensure faster professional advancement.

That means even those in managerial position but with degrees should also be moved C5 to D1. There shouldn’t be partiality for graduates. If Tsc will consider that, it consider all with post primary qualifications. They are equally important and overburdened.
