TSC to confirm 46,000 interns in July, 20,000 others to be employed.
In July 2024, the Teachers Service Commission (TSC) will certify that 46,000 teachers are employed as interns on a permanent and pensionable basis.
In February 2023, 21,550 junior school and 4,000 primary school intern instructors were hired. In April 2023, 450 intern instructors for secondary schools were hired. In September 2023, 18,000 junior school and 2,000 primary school intern instructors were hired.
The chair of the National Assembly Finance Committee, Kimani Kuria, stated that sufficient monies had been set aside for their confirmation in a statement released after a Parliamentary Group Meeting on Tuesday.
“Adequate funding of KSh18 billion has been provided for the employment of all 46,000 Junior Secondary teachers who are on internship, the PG was also informed,” Kimani stated.
In addition, TSC plans to add 20,000 new interns starting next month in an effort to address the teaching shortage. These intern instructors come from 2,000 primary schools and 18,000 junior schools.
Additionally, funds have been given to hire 20,000 interns for the upcoming month. Teachers will now be transitioned from internships to permanent positions with pensions, following policy, he continued.
Initially, Njuguna Ndung’u, the Treasury Cabinet Secretary, suggested that Sh13.4 billion be set aside in the 2024–25 budget for the permanent and pensionable hiring of junior school teachers.
TSC presented a higher figure to Members of Parliament in mid-May of this year in order to cover the cost of hiring all 46,000 interns.
By July 1, 2024, the Commission estimates that it will cost Sh30 billion to hire all 46,000 interns on permanent positions.
TSC attempted to hire the teachers in two phases, with the first batch consisting of 26,000 teachers and the second recruiting group consisting of the remaining 20,000 teachers, due to budgetary constraints.
The TSC estimated that it will cost Sh6.6 billion to convert intern positions to permanent employment for the first group of 26,000 instructors.
In January 2025, TSC said then that it intended to hire 26,000 intern instructors.
Shortly before the Finance Bill, 2024 was introduced in Parliament, the PG was called in response to Occupy Parliament demonstrations aimed at pressuring the National Assembly to reject the bill.
