TSC to penalize teachers for their ethics and performance.
Teachers play a crucial role in achieving the goals of the Teachers Service Commission (TSC) and are acknowledged for their exceptional performance. The TSC appreciates teachers who:
- Demonstrate dedicated teaching service.
- Maintain positive relationships with colleagues and stakeholders.
- Anticipate and resolve conflicts.
- Use official languages effectively.
- Involve others in decision-making processes.
- Adhere to national laws and codes of conduct and ethics.
Standards and Consequences for Poor Performance
The TSC is committed to maintaining high standards and ethical behavior among educators, as outlined in the Code of Regulation for Teachers (CORT).
Termination for Poor Performance
According to Section 54(2) of the CORT, teachers who consistently perform poorly or receive negative appraisal scores may face termination after due process. This underscores the necessity of maintaining excellence in teaching practices.
Disciplinary Process
Section 154 of CORT outlines a transparent and impartial disciplinary process. Within 28 days of the hearing date, the TSC must notify the teacher of its decision and provide specific reasons according to the Thirty-Seventh Schedule.
If a teacher is found not guilty, the interdiction is revoked. However, if disciplinary action is warranted, the TSC may impose various consequences:
- Written warning
- Suspension for up to six months without salary and allowances
- Retirement in the public interest
- Retirement under the Ten-Fifty (10/50) Year Rule of the Pensions Act
- Dismissal from teaching services
- Referral for medical review by the Director of Medical Services to assess eligibility for retention
- Any additional appropriate actions
Preventive Measures
Before imposing penalties, the TSC must:
- Review performance evaluation reports, including teacher appraisals and performance contracts for institutional heads.
- Raise awareness of desired goals and objectives.
- Detect and address performance gaps through targeted interventions.
- Implement induction programs for new teachers and institutional heads.
- Develop and execute mentorship and coaching programs for teachers.
Recognizing Exemplary Performance
The TSC identifies outstanding performance among teachers and institutional heads based on criteria such as:
- Professional achievements
- Performance in assigned responsibilities
- Maintenance of professional documents
- Lesson attendance ratings
- Teacher Performance Appraisal and Development (TPAD) scores
- Learners’ achievements in national examinations
- Teamwork
- Improvement in the quality of education
- Contribution to co-curricular activities
- Research and innovation
- Community involvement
This structured approach ensures that teachers not only adhere to high standards but are also supported and recognized for their contributions to education.
