TSC warns principals not to withhold certificates for school leavers.
Principals who continue to deny students their KCSE certificates have received a warning from the Teachers Service Commission (TSC).
The Commission Teacher Professional Management Director, Dr. Reuben Nthamburi, addressed the principals on Thursday, June 27, at a plenary session.
He advised them to adhere to the KNEC Act, which stipulates that no one may withhold credentials. The audit results, which revealed that some principals continue to deny students their certificates while threatening to leave them on their own if discovered, made Nthamburi laugh.
Additionally, he asked them to strictly abide by the law and, in cases where they are unclear, to seek clarification and guidance from the sub-county offices of the Commission.
Since the Act binds all of us, kindly abide by the Kenya National Examination Council’s laws. I am unable to defend it since it is the law if that law is applied and you are required to provide justification. Nthamburi remarked,
“Please, why don’t you obey the law? Additionally, he reminded the principals that since schools are now included in the government’s audit units, they should not assign audit meetings to Office of the Auditor General auditors when they visit their buildings to complete the audit.
“Do not assign the admission meeting on the day the auditors visit your school. As a principal, you should ensure that you attend the entry meeting with the auditors so that you may address any issues that are brought up both at the beginning and at the end, before the final report is written.
Nthamburi stated that professional misconduct occurs when instructors accept guaranteed loans from financial institutions and then break part of their agreement or even alter the pay scale.
These incidents should be brought to the attention of TSC County Directors for appropriate action.
