TSC’s New Guidelines for Senior Teachers and Deputies Appointments
A notice has been released by the instructors Service Commission (TSC) informing the regional directors of education of the modifications made to the commission’s criteria for the appointment of school heads, their deputies, and senior instructors.
The commission has now hinted at the potential of going back to the previous arrangement, in which school administrators were chosen by TSC Directors.
The purpose of the new TSC rules is to guarantee that the profession continues to provide effective services in light of the numerous open positions and impending retirements of many employees.
The commission is currently dealing with a problem as a result of learning that a number of teachers would retire in less than two years.
According to the recommendations, school administrators—primary school head teachers and their deputies, senior instructors, secondary school principals and their deputies—won’t probably have to wait around for further vetting from headquarters.
Therefore, the final decision on who gets appointed and deployed to schools as an administrator will rest with the TSC County and Regional directors.
Due to a wave of mass retirements, many schools are still experiencing a lack of school administrators, with many open positions.
Below is part of the Circular detailing how TSC shall appoint and deploy school administrators.
Part of it reads that Pursuant to section 20 of the TSC Act and in view of the Commission’s strategic pillar on re-engineering of its processes as per the current Strategic Plan,
TSC has directed that the Appointment and Deployment of the following institutional Administrators be decentralized and be coordinated by the Regional Directors of education.
- To appoint all the Primary Schools Institutional Administrators.
- To appoint all Institutional Administrators for County, the Sub-County and Day Secondary Schools.
The TSC additionally stated that the recommendations should be studied in conjunction with the TSC Code of Regulations for Teachers, TSC Career Progression recommendations for Teachers, TSC Policy on Appointment and Deployment of Institutional Administrators, and other regulations pertaining to the teaching service.
The commission states that the new engagement is a sensitive assignment that needs to be coordinated and overseen individually.
