TSC’s New Requirements for Recruiting P1 Teachers to JSS.
Implementation of P1 to JSS New Criteria. For the purpose of placing 1,206 primary school teachers in junior secondary school settings, the Teachers Service Commission (TSC) has published comprehensive guidelines that specify new grade levels and stringent prerequisites.
Each TSC regional, county, and sub-county director received an internal communication dated May 23, 2024, signed by acting director of staffing Antonina Lentoijoni.
It made it very obvious that in order to instruct secondary school pupils, primary school teachers needed to fulfill specific qualifications.
Primary school instructors holding a Bachelor’s degree at Grades B5 and C1 will be assigned to Grade C2, while teachers at Grade B5 holding a Diploma in Education will be assigned to Grade C1. These are the requirements that will be put into effect.
Additionally, Grade C2 appointment letters will be sent to educators with a Bachelor’s degree who are currently teaching there and who were promoted on or before March 26, 2021.
Implementing the New JSS Requirements for P1
Further requirements are that teachers in Grade C1 who have a diploma certificate but haven’t worked for at least three years, teachers in Grade C2 who have a diploma certificate, and teachers in Grade C3 and higher who have a bachelor’s degree will all get deployment letters.
TSC field officers have been required to carefully take into account both the teacher’s topic expertise and the distance from their current station while deciding which teacher to deploy.
Gender parity shall be pursued and special emphasis will be paid to preventing the deployment of instructors with overlapping topic competence.
DEPLOYMENT OF SNE TEACHERS
Special Junior Secondary settings are designated for the deployment of teachers who hold Special Needs Education (SNE) certifications.
One of the most important points in the memorandum is that the deployed instructors have to have active TSC registration status, be employed as primary school teachers under the commission’s authority, not be under disciplinary action or interdiction, and have at least a Diploma in Education with at least a C+ in the KCSE and two teaching subjects.
In addition to individuals with two principal passes and one subsidiary pass at the “A” level, this criterion also applies to students enrolled in the more recent Competency Based Curriculum (CBC) and the more established 8-4-4 curriculum.
Moreover, those who have finished both a Bachelor’s and a Diploma in Education together with a minimum KCSE grade of C (simple) fulfill the deployment requirements.
Not Eligible for the Primary Option of the Bachelor of Education
On the other hand, candidates with a Bachelor of Education (Primary Option) are not eligible to be considered.
Candidates who wish to be deployed must have indicated their desire and have their names appropriately listed on the roster that is distributed from headquarters.
For teachers working in the assigned sub-county, deployment correspondence will be approved by the TSC Sub-County Directors.
The County Director will confirm the letters of teachers assigned outside of their respective sub-counties; in the case of Nairobi, the Regional Director will also confirm them.
The original and photocopies of educators’ degree or diploma certificates, academic transcripts, SNE certifications (if applicable), KCSE certificates, current pay stubs, and a statement from the head of their institution confirming their current employment status and exemption from interdiction or disciplinary actions are all required during the vetting process.
The posting procedure will be started by the County Director using the sub-county’s Posting, Entry/Exit Reports Module following the deployment of the junior secondary schools.
After that, the instructor will be officially assigned to a junior secondary school, where the Sub-County Director will oversee them.
Furthermore, the head of the institution presently overseeing the educators dispatched is directed to complete the Exit Reports right away so that the heads of the institutions receiving the reports can submit the Entry Reports as soon as feasible.
