TSC’s New Requirements for Recruiting P1 Teachers to JSS.
P1’s deployment to the new JSS requirements. New grade levels and stringent standards for the deployment of 1,206 primary school teachers in junior secondary school settings have been announced by the Teachers Service Commission (TSC).
On May 23, 2024, all TSC regional, county, and sub-county directors received an internal communication signed by acting director of staffing Antonina Lentoijoni.
It was made very apparent that in order for primary school teachers to instruct secondary school pupils, they had to fulfill a number of prerequisites.
The following rules will be put into effect: appointment letters for Grade C2 will be sent to primary school teachers with a Bachelor’s degree who teach in Grades B5 and C1, and appointment letters for Grade C1 will be sent to teachers at Grade B5 who have a Diploma in Education.
Additionally, educators with a bachelor’s degree who are now teaching in Grade C2 and were promoted on or before March 26, 2021, will also receive appointment letters for Grade C2.
Implementing P1 to JSS New Criteria
Deployment letters are also required for educators in Grade C1 who have a diploma certificate but have not completed a minimum of three years, Grade C2 educators who have a diploma certificate, and Grade C3 educators and above who have a bachelor’s degree.
TSC field officers have been directed to carefully weigh the teacher’s topic expertise and the distance from their current station when making deployment decisions.
While aiming for gender balance, extra care will be taken to prevent assigning teachers with overlapping subject competence.
SNE TEACHERS ACCESSORY
Instructors certified in Special Needs Education (SNE) are designated for assignment to Special Junior Secondary schools.
Notably, the memorandum highlights that the deployed instructors must continue to be in active registration status with the TSC, be employed as primary school teachers under the commission’s jurisdiction, be free from disciplinary actions or interdiction, and have at least a Diploma in Education along with at least a C+ in the KCSE and two teaching subjects.
This criterion applies to students who have two principal passes and one subsidiary pass at the “A” level, as well as to those who have completed the more current Competency Based Curriculum (CBC) and the more established 8-4-4 curriculum.
In addition, those who have finished both a Bachelor’s and a Diploma in Education and received a minimum grade of C (plain) on the KCSE are also eligible for deployment.
Primary Option for a Bachelor of Education is Not Eligible
Those with a Bachelor of Education (Primary Option), however, are not qualified to be considered. Interested parties must have indicated their interest in deployment by putting their names on the roster that is shared from headquarters.
The TSC Sub-County Directors will approve deployment correspondence for teachers working in the assigned sub-county.
The County Director and, in Nairobi’s instance, the Regional Director will confirm the letters of teachers assigned outside of their respective sub-counties.
Teachers must provide original and photocopies of their degree or diploma certificates, academic transcripts, SNE certifications (if applicable), KCSE certificates, current pay stubs, and a statement from their institution’s head confirming their current employment status and exclusion from suspension or other disciplinary action during the screening process.
The County Director will start the posting procedure using the sub-county’s Posting, Entry/Exit Reports Module once the junior secondary schools are operational.
The Sub-County Director will then officially assign the instructor to a junior secondary school position under his or her supervision.
Furthermore, in order for the heads of the institutions receiving the reports to submit the Entry Reports as soon as feasible, the head of the institution currently in charge of the educators who have been deployed is directed to complete the Exit Reports right away.
The TSC’s guidelines for placing 1,206 primary school teachers in junior secondary school environments are essentially the outcome of a rigorous and intricate procedure meant to ensure equitable distribution of teaching resources and successful instruction.
